Minneapolis: Extensive sections of the Minneapolis-St. Paul-area electric railway
system - Twin Cities Rapid Transit - were located in reservations and private
rights-of-way - in effect, "transitways", enabling streetcars to attain relatively high
speeds free of traffic, offer higher-quality service to the public, and provide an
